CONTACT MEMBERS OF THE SENATE TO REVERSE NEGATIVE ASPECTS OF THE HOUSE'S VERSION OF THE BUDGET BILL -- HB 2436.
The Senate is finalizing its version of the budget, so please contact senators and ask them to save prevention programs and initiatives. IF YOU DO NOT ACT NOW TO CONVINCE SENATORS TO REVERSE THE ACTIONS TAKEN BY THE HOUSE, THIS MAY BE THE LAST OPPORTUNITY THIS SESSION TO HELP SAVE PREVENTION PROGRAMS AND INITIATIVES!
ASK SENATORS TO INCLUDE $250,000 IN ADDITIONAL FUNDS FOR PREGNANCY PREVENTION/ADOLESCENT PARENTING PROGRAMS IN THE SENATE'S BUDGET BILL.
The House's budget does not include the $250,000 requested for pregnancy prevention programs -- The results of which will mean prevention programs in New Hanover, Anson, and Person Counties -- programs that are up for renewal of grant funds -- will be cut. In addition, other programs that have been approved for funding will not be funded. To reverse the House's action, the Senate will have to include $250,000 in its version of the budget bill.
ASK SENATORS TO INCLUDE $375,000 IN ADDITIONAL FUNDS FOR SCHOOL-BASED/SCHOOL-LINKED HEALTH CENTERS.
The House's budget does not include the $375,000 requested for school-based/school-linked health centers, which means school health centers will not receive a cost of operations increase in order to sustain the centers.
Yes, the House's budget contains $250,000 in non-recurring funds for start-up grants for new school health centers, but that money will not help existing centers. Bringing on new centers without increasing the base funding for the centers will simply reduce funding for the existing centers once the new centers are on-line.
In addition, the House's budget proposal contains $2,700,000 Recurring & $2,300,000 Non-recurring for Aid to Safety Net Community Health Centers --- This money will be used to fund a competitive grants program, for which the school-based/school-linked health centers could compete, but these funds cannot be used solely for operational purposes and the school-health centers need operational funds.
ASK SENATORS TO REVERSE THE ACTIONS TAKEN BY THE HOUSE OF REPRESENTATIVES TO MAKE EXISTING FUNDS FOR PREGNANCY PREVENTION NON-RECURRING.
Current base state funding ($1.79 million) for all pregnancy prevention programs has been made non-recurring in the House's version of the budget, which means that the base recurring funding has been made one-time money. (Item #49 in House's Money report) This also means that prevention advocates will have to struggle to retain this money each and every year in the same manner that we have to fight to retain the block grant/federal funds. At a time when the programs are struggling to stay alive financially, such action may mean the demise of many programs as staff may leave because of the uncertainly of the funding!
